Because higher ups at The Pokémon Conpany think children are stupid.
Because GameFreak would rather work on anything other than Pokémon.
Because Pokémon has legions of fans willing to buy games and advocate for cutting features out of spite.

The gen 2 remakes added in the Suicune side quest despite originating in Crystal and included the Platinum Battle Frontier. Logically, including the Battle Frontier in the gen 3 remakes to make it the definitive versions would make sense. But this is GameFreak.
