Let's say you never heard Pidgeot's name, and you're seeing it for the first time. Does this look like a pigeon to you? It definitely doesn't. Its body, beak, wing, tail, and talon shapes are clearly the ones of a bird of prey, probably an eagle.
Saying that Pidgeot is a pigeon is like saying that Venudaur is a dinosaur or that Murkrow is a crow.
