The reason some humans have psychic powers/spooky ghost powers is because they are literally part-Pokemon part-humans. Valerie isn't just weird-looking by coincidence, she is literally half Fairy Pokemon and that's WHY a significant part of her personality is wanting to turn into a Pokemon. The Draconids worshipped Dragon Types i.e. meaning they were probably fucking them, and were thus part Dragon themselves.
