Again, the most important thing to understand with Pokemon Lore is, if the text does not explicitly make something crystal clear, then it's just speculation. The game has never outright said Kukui is the Masked Royal... sure, it's implied, but the Shadow Triad was also implied to be the Striaton Gym Leaders... which was shot down due to people making speculations just as they are now with the Masked Royal.
Kukui =/= Masked Royal
