This cunty meme that BW doesn't have any passion in it really has to stop. The games are flawed, but not that flawed. A lot of their failings are par the course for Pokemon games new and old too. The franchise peaked in the preceding game, yes, but they didn't develop HGSS and then move on to BW. BW and HGSS were developed by different teams at the same time.
