Scientific explanation: Lack of sunlight makes skin lose it's pink tint. Because of that, blue veins under skin are becoming much more visible, resulting in a blue-ish coloration of skin. Actually, visible blue veins were considered quite attractive among the European nobility in medieval times, as that meant that the person never had to work and could be in house all day. Sometimes ladies even traced their blue veins with blue colors simply because it was considered attractive.
I imagine URS, considering lack of sunlight, simply has blue skin because of that.
