There are two possible solutions to this problem.
1. Re-do animations for Blastoise so that it leans down like pic related so a single cannon lines up with the center, so that all moves that traditionally shoot from the mouth are now coming out of that cannon.
OR
2. Specifically for Blastoise, have it set up that the move animation is rigged to fire from both cannons, so instead of the center they double it and make them come from the move area.
