Although I don't know if they have the power to do so in one blast like that Dragonair did in Special. If it happened in one blast. But that Dragonair in and of itself, is another case of wildly variable power levels that are largely the consequence of early installment weirdness. Mind you, the discovery of Dratini was supposed to be on par with proving legendary Pokemon exist, which again, may be another example of early installment weirdness. I'm not sure if Pokemon media really views Dragonite as being legendary anymore, as the definition of Legendary has changed to refer to a specific sub-group of Pokemon.
But I digress.
On the whole, Pokemon media almost never depicts the average Pokemon as having the capacity for large-scale destruction. Digimon have their destructive capacity emphasized constantly, even though they seem to have their power reduced in the real world. But a lot of that has to do with narrative convenience.
Before someone mentions Gyarados and its dex entries about being said to destroy towns, I just want to mention that Kadabra's dex entry about having transformed from a boy is an allusion to an in-universe novel, not something that actually happened. Take from that what you will.
