I went into the second gym at 14, but I hit 16 before actually reaching the leader, though her guys were 16 and 18 anyway
I actually got poisoned in the second gym and didn't have an antidote and thought I'd die but it turns out you don't take poison damage out of battle in black 2 so that was fortunate
despite being 2 levels below her Whirlipede I had no real trouble due to it unfortunately for her being partially bug type and getting messed up pretty badly by Aerial Ace, though I did use a couple of potions, I never got poisoned either which might have been some good luck
I'm surprised at how fast Black 2 hands out badges, I didn't have to chase her down or convince her to be a gym leader or anything at all
