Either way it's as easy as "we found a new Mega Stone." You could even have new ones explicitly get created somehow if you really need to explain it.

PLA added another 30 Pokémon onto Platinum's dex, and there were technically even a few more than that with regional forms and shit.
Now with that said, I am not exactly expecting all 450 Pokémon in the Kalos Pokédex to be represented in this game. Having probably twice as many Pokémon as PLA would be a major increase in scope (the largest dex in the entire franchise, not counting National Dex or DLC) which doesn't necessarily lend itself to PLA's catch-em-all gameplay, or line up with the idea that the game is going to be limited to only Lumiose City.
It is possible that the gameplay is substantially different from PLA which would make a large dex more feasible, but we just have to wait and see. The trailer did seem to put a lot of focus on there being a shitload of Pokémon in the city. I would guess a dex of around 300 as a conservative baseline.

And the expectation that a Legends game is self-contained and there's no need to worry about balancing Megas in the actual metagame is exactly the kind of situation that might make them feel free to experiment with them more and just make up cool shit.
