Yes. The idea that the player that starts with nothing more than a single potion and a critter that's on fire being the only person in the whole country that carries 6 pokemon is absurd. Pokemon games are already too easy when one can just grind to achieve a level advantage over everything, the last thing it needs are more revered gym leaders that pose little more threat than a casual bug catcher.
