I found a Rash shiny Weepinbell with max speed IVs, somewhat usable enough even if Victreebel itself isn't the best thing. Should I run Growth over Sleep Powder, Knock Off or something on it though? With the weather inducer nerf (I do have a Drought Ninetales) it might be harder to pull off, plus Victreebell's bulk isn't exactly impressive either. This wouldn't be so much of an issue normally since move relearner exists, but only Weepinbell has Growth, Victreebel doesn't learn it so once evolved, no turning back.
