You can get quite good results from a 1024x256 res dome tex (for undocked use, especially) and if, somehow, that's an issue you cna always drop a mip level (like automated lower resolution, kinda).
The resolution you're using for a skybox, especially if it's not HDR-encoded, is going to be in the KB, not even the MB. So why they chose to tile a tiny texture, I'll never know. Because it sure as shit wasn't for performance.
