It feels like Heatran was originally conceived to be a vanilla Pokemon instead of a legendary.
None of it's dex entries ever mention it having extra special powers, it has a 50/50 gender rate instead of being "Gender Unknown" and one time in the anime, they just randomly gave a Heatran to a background NPC.
