Except at least Unova had an excuse with them limiting the dex and this issue was directly addressed in the sequel. With Hoenn it comes off as a pathetic attempt to maintain Pokemania momentum by shoving in standins alongside the original KANNNTOOOOOO mons they're filling in for.
