Oak doesn't just have truckloads of Bulbasaur, Charmander, and Squirtle to hand out to every new Trainer that passes by his front yard (I think in Red and Blue, he says those three are the only Pokemon he has left from his youth), and Lillie's journey definitely wouldn't even start in Pallet Town. It would much more realistically begin in Vermilion City because of the port.
So assume that Lillie starts off fresh in Kanto, and meets someone who's kind enough to hook her up with Pokeballs and teaches her how to catch her very own Pokemon. Which do you think would be her first?
I personally think Oddish would be kind of cute, since she could evolve it into Bellossom. Or I could see her having a Pidgeot ace too, for some reason.
