Think about it. Incense is a man-made concoction, out of natural herbs sure, but it's clearly a rare mix considering how expensive and rare the incenses are. So they are not likely to occur in nature, and with some exceptions incense babies are quite rare in the wild.
That means that the natural way for most incense-using Pokemon to be born is not through incense. Left to their own devices, Snorlax have baby Snorlax, Sudowoodo have baby Sudowoodo. That's how it's supposed to go, biologically. But then a trainer forces a Pokemon to inhale smoke from a concoction of special herbs that forces it to give birth to a baby noticeably smaller and weaker than their natural babies.
Incense is a drug used to induce premature birth.
