I've taken on the herculean task of trying to fix the level curve. I'm only part of the way done, and my early judgment is that the real issue with Johto is a lack of trainers. You can bump the levels up all you want, even on the regular trainers, but even doing that I'm still 5+ levels behind where I need to be on a team of four Pokemon. I based all the levels for gyms 1~8 on Yellow's gyms and I have to make up 10 levels between Goldenrod and Sudowoodo before taking on Whitney.
I'll let the nobody that cares know what the end result is, but I'm going to go out on a limb early and tell you that's the real problem.
