With Ghetsis playing the role of an orator, convincing everyone of Team Plasma's supposedly noble goals, N would march up to the Pokemon League, acquire the legendary dragon embodying truth (Reshiram) / ideals (Zekrom), and become Champion. With Team Plasma then in control of the League, N would issue the command for everyone to let their Pokemon go; in reverence of the "hero" and the belief that what he wants/says is the truth/ideal, everyone would release their Pokemon. With only Ghetsis and his closest followers retaining Pokemon, he would eliminate N, take Reshiram/Zekrom for himself, and have control of Unova. Ghetsis would then presumably go to other regions and repeat the process using his personal army (headed by the hero's dragon) so that he'd add their Pokemon to his forces.
In time, Ghetsis could take over the entire world, and do whatever he saw fit.
