I I think the third gym gives you 3 stars, but don't quote me on that.
But given people can't get 1 and 2 stars after they become champion, just beating up Milo and then having people funnel you Wishing Pieces should be enough.
Anoher interesting fact, the level of the pokemon you catch in a raid max out at the current level you can capture. So if you get into a 5 star raid, and catch the pokemon, but don't have any badges, it'll be lvl 20.
