They've had the wrong people in the wrong positions for years now and the attitude of higher ups like Masuda is probably what caused this decline rather than people still buying games.
If you've read any of Masuda's interviews from the past few years you'll know what I mean, the fucker is absolutely obsessed with prioritizing children who have smartphones, he talks about how people in the modern world are way busier than those back in the 90s to early 2000s all the fucking time, He has this weird ass mindset that just because people enjoy easily rewarding and fast paced phone games that that's what people want in the console medium as well.
I'd bet my bottom dollar on people lower down the ladder knowing that the games they've been releasing since X/Y haven't been as good as they can be, and they want to change that, but higher ups don't give a shit because they think Pokemon fans are retard mouth breathers that want to spend less time playing video games.
