Team Rocket are the Mafia, plain and simple. They're organized, they commit theft, poaching and their whole schlick is more money, more power. It's simple but it's effective and they feel like a genuine threat. Too bad they dropped the ball hard with "Rainbow Rocket" where those whole premise got watered down with this stupid "alternative universe" BS.
Team Skull likewise are great. They're not as threatening because they're not an organized syndicate like Rocket but they can be equally as intimidating as running into a pack of thugs on the street. Again, it's realistic and it's down to earth.
