Shinies are cosmetic, players dont get any benefits from having one, so why allow everyone to find them frequently?
Red gyarados is worthless since its just given out, what if the rates were so boosted that players almost always find a shony in their playthrough? Itd be worth far less
Sorry that you don't seem to find any, but to put it bluntly: be nore patient. You didn't find shinies because you gave up, that's not how you find them
Letting evry player in on owning shinies doesnt nake more people happy, it compromises one of the most charming and talked about systems in the series
Also full-odds isnt nearly as bad as you make it out to be
