It's tied to that player, so that player is the only one who can respawn it. Any other player can be the one to encounter it (only one though), as long as the player who spawned it doesn't.
In simpler terms, it'd be like if you could gift somebody a Pokemon then reload your save to get that Pokemon back on your account. Just in this case instead of owning the pokemon, you "own" the spawn to it, like when you reload a shiny outside of a Union.

Every player can only spawn a max of 7 or so while in a Union (I think it goes down to 5 in AZ?). When you're together it might appear as if more are spawning in, but that's just because each player's spawns are appearing in that same area. In fact being in the same area might actually be something that kills spawn rates, assuming the game can't handle all of them in the same area and enforces the usual cap of 15 wild mons rendered at any time.
