If you just want a Comfey, Cyan Beach has the most narrow selection of favored spawns. It's Snoozing type, but you'll have a chance to encounter it regardless of sleep style during the event. Good Sleep Week is also happening in the middle of it, which should net you better chances so long as you meet the minimum appearance rank.
