Looking through the PBS files it seems like I went past the chikorita route without seeing one, and there was also an early fishing spot for mudkip with the old rod
they're mostly available from the 30s-40s range routes it seems, with waters being fished with better rods
Seems like there are a bunch just absent from the game so far but they could also just be egg rewards
