The severe lack of starters and legendaries makes me think they might be holding them back for events.
SM had island scan which gave you mons outside of the region dex including a bunch of starters.
Seriously though what are they going to give out for download events?
Maybe I'm being too optimistic about it despite knowing I would only pirate it, but SM was in a similar situation upon release until they allowed transferring after some months.
