While he's nominally involved in a criminal organisation, his actions mostly revolve around petty thievery than erring into anything more serious (even having a moral code that he sees other, more sinister-minded plots and actions abhorrent). He's a "bad" boy but not outright turdish in nature, nor abusive or otherwise sees pokémon as little more than tools/money to be earned.
