Everyone always debates type chart changes, so I'll go for one I came up with that I've never heard anyone say.
Make hail cause all non-Ice types to have a speed reduction.
Reasoning: Cold weather slows down body functions. This would easily make all the slower ice types a lot easier to use, and stat changes from weather aren't unheard of, look at sandstorm.
