Tierno wants to be a dancer, and dancing is a form of art, is it not? Tierno even directly states that he collects Pokemon to further his own ambitions of becoming a good dancer. It's not about battling, or collecting, or breeding, or anything like that - he wants artistic inspiration. Tierno represents the people that make Pokemon-themed web comics, draw the Pokemon-themed art we enjoy and write the fanfics and nuzlocke accounts we all like to read.
I've heard it said that Tierno could have a much better team, even if it was dancing-themed. True. He could run a Quiver Dance/Fiery Dance Volcarona. He could have Quiver Dance/Petal Dance Petilil. There are a bunch of Pokemon that learn moves with the word "dance" in them. But Tierno isn't a male Shauna - he doesn't merely run a gimmick team that he likes, and isn't so obsessed with winning. He merely uses the pokemon that provide him with artistic inspiration.
Can Tierno dance? I don't know. But then, not all Pokemon fanart is good. Not all webcomics are well-drawn, or insightful, or funny. Not all fanfics are well-written and entertaining.
And Tierno, because he represents all of the artists that are inspired by Pokemon, is my favourite friend of the lot.
