Lulling enemies to sleep is a common power in folklore and media(unlike making signature band poses that apparently block you). If the devs had decided to name it after a real singer that is known to have an enchanting and soothing voice then sure, that would have been a totally fine "reference" and it wouldn't suddenly make it so Jigglypuff is now unequivocally based on that singer and a walking reference of it.
