There is technically no reason to believe that he worked hard to catch those Pokemon. There is also technically no reason to believe that his other Pokemon are even good.
By appearing virtually out of nowhere, we aren't given anything about his character except that he's sweeping the league with legendaries.
Maybe if their was a previous episode where he had met Ash and we get some actual backstory, maybe then we can make these assumptions. However, as of now, there is no more reason to hate Tobias than there is to like him.
