It's not actually a toolbox in any sense. Gardevoir, by comparison, is never called a toolbox, but chooses weather to attack with Gardevoir ex, Scream Tail, Flutter Mane, Drifloon, or even Munkidori depending on what best suits the situation. Even that pales in comparison to old toolbox decks that completely changed gears depending on what the opponent was playing, like pic related.
