GF continues treating all pokemon the same because they're too lazy to actually address that massive can of worms in their games but they already blew the lid off of it years ago. They're just trying to sidestep the fact that it's incredibly sus morally to capture a sapient creature with devices that mindbreak them into obeying your commands and keep things upbeat and fun. And yet, they've already included instances that would naturally lead you to believe that's exactly what the case is in-universe.
If an Alakazam spoke to the player character as if it were just a guy (either naturally or with telepathy) then literally nobody would be surprised. Alakazam is a super intelligent psychic type. But at the same time people are running around using these things for whatever they want.
