So, what's the definition of "filler Pokémon" for you? Is it things that are in every Gen (birds, rodents, pikaclones), shit that nobody cares about (lumineon, honchkrow, stantler, etc) or Pokémon that are there for a purpose, but a very small one that makes no difference at all (e.g.: the monkeys were in B/W to counter the 1st gym, i think)?
