I had that problem before, I had to restart my computer, there's also this little handy button on your toolbar you can use to toggle sensitivity, the button underneath is for tilt.
Sometimes you need to go under your devices and disable/enable wacom to get the floatiness to work. If the above doesn't work, I can make a little diagram helping you out with the devices.
if you have windows that is. apple, you might be outta luck
