What :DeNA did to Lance is unforgivable. Once the strongest trainer of the Elite Four and Champion of the Indigo League, he is the dragon-type master whose abilities were high enough to make him climb the way to the top with ease. YET this game company, in one of the worst displays of cowardice that I ever saw, decided to lower his capacities to the point where one could even suggest that he isn't even the same character that once scared us all with the might of his Dragonite.
With relatively good stats, Lance suffers by having one of the worst kits in this game. His Dragon Claw ability is pretty much a skill that is there just to fill space since even with a dedicated grid, its damage output doesn't make justice to the character. The potion, while as good call back to his use of healing items in-game, is a waste of time when you could give him something that made more sense like a Move Gauge Boost or a proper X-Item. And then, comes the greatest mistake of all, which is his trainer move. Sacrificing half of his health bar for a move gauge bar refresh is ridiculous, especially when he doesn't have ways to power up his stats on its own. It's :DeNA's way of saying "Lance is too powerful for us to deal with, so we need you to make him kill himself". It's cruel, shameful, and outrageous.
Give him Dragon Rush as a proper physical and damaging move. Make so his trainer move can buff his stats to at least +3 Atk/Sp. Atk. Swap his potion for an actual useful item like Dire Hit, so his Hyper Beam can become an actual menace. In other words, respect the character and let Lance, the Dragon Master, shine in the way he was supposed to be.
