I wonder what tools we'll even get given that even the shittiest tools in the real TCG are strictly better versions of cards in pocket--Vitality Band as an unconditional +10 damage mogging Giovanni, -1 retreat cost skateboards being better X Speed, etc.
I think Exp. Share or even the weaker Exp. ALL from the Neo sets would be a good candidate that could fix the current fucked up energy disadvantage of going first without making fast decks stronger.
I think a tool to make you take 10 less from attacks would also fit well in this limited design space.
