The other exceptions are Porygon 2 and Z, which are both UU, and Dusclops and Dusknoir, which are both PU
Even among pokemon without crossgen evolutions, the only one not either below its evolution or sharing a spot with it in PU is Vigoroth, who's BL4 while Slaking is PU
If there's anything to blame for the lack of more cross gen evos it's probably megas or regional forms, since GF has shown time and time again that they don't give a fuck about balance
