The set I settled on for my Togekiss is Modest with Serene Grace and max special attack and speed EVs; the moves Air Slash, Dazzling Gleam, Flamethrower, and Trick; and a Choice Scarf. It's decent against NPCs but I've never used it competitively, so I don't know how good it really is.
