Can't say I can agree about your proposed proportions, since like actual scales, it does need bit of a marginal height-wise so that the scales can tip up and down if needed, or just overall not look squished together.
One idea I tried with its base stage was to have a proboscis monkey having a tail similar to a ball and chain, and its body fur mimicking that of jail clothes. Just couldn't really get the flavor to connect between the two stages, even if both were sort of based around weights and the justice system.
