Why hasn't this happened yet? Cheaters are ruining the games for everyone else. Sure, a few innocent traders will get punished along with the real culprits, but they shouldn't be relying on obvious hackmons in the first place.
Battles are meant to be about the bond between trainer and Pokémon. If you're going to hack a soulless Pokémon into the game for the sole purpose of winning, you have no business battling anyone in the first place.
