You tell Electrode to Explode, it explodes. You tell your Dragapult squad to suicide bomb that enemy outpost, they don't stop to ask questions.
A pokemon with large destructive potential can absolutely level a city block, with ease. It'd be even easier for walking behemoths like Steelix or Gyarados who simply have to thrash around, and done. Just the snap of a metaphorical finger, and people die, no fancy moves required.
But that's not getting into the nightmare that the esoteric types like psychic, dark, fairy and ghost would be. Place countermeasures or see your officers picked off one by one, dragged into the shadows, their minds turned off, go suddenly mad, get possessed or controlled, etc. The bulk of any large-scale pokemon conflict would be fought in the shadows by special assassination squads, not flashily with squads of pseudos beam-spamming, but subtly.
