For Pokemon Z, Gamefreak lets you pick the next batch of 20 - 23 pokemon to receive Mega Evolutions.
They give you these criteria to follow:
>A minimum of three of your choices must be Mega Evolutions of Legendary Pokemon. You can allocate up to 6 of these to Legendary pokemon
>Of the remaining number of Mega Evolutions, half for them will receive their mega evolution due to popularity and the other half will receive it because of their shit stats. To decide if a pokemon is popular, justify its appeal to nostalgiafags, people under the age of 14 or casualfags, most of whom already fall under the umbrella erected by the first two catergories. Some pokemon are both popular AND shitty, such as regular Charizard, so this should not be a problem for most people.
