I could always have Lugia, Deoxys, and Squirtle on my Ruby, no programming prevented this like Sw/Sh and Sci/Vi does. You just had to wait for FRLG and the Coloseums to let you catch them all because transfering from gen 2 to 3 didn't work.
No, the first actual game that did a full Dexit when it wasn't anticipated was Pokemon Mystery Dungeon: Gates to Infinity. We've had games where the entire dex didn't get put in the game like Ranger but Mystery Dungeon prior showed its capabilities to have the entire natdex in it. Other than the chibi wiiware Japanese only one, it was the first PMD game to go full 3d, and it stands to reason why they didn't have the nat dex like other PMD games before it did was because they couldn't model them all in time. Regardless, that was one of the reasons Gates is percieved as the worst PMD game by many and rates lowly compared to Rescue Team, Explorers, or Super.
