It’s a straw man used to attack Gen 2 as a whole. Contrary to popular belief the majority of baby Pokémon were for Pokémon that were stronger than average so they made sense, and as for the remaining few Togepi evolves into the brand new (at the time) Togetic, and Pichu was inevitable since Pikachu is the mascot it. Only Igglybuff and Cleffa were pointless but lazy trolls take one look at those two failed abortions and claimed that Gen 2 was nothing but “useless babies”
(Cleffa has the starshape thing to redeem it somewhat but Igglybuff is just shit all around)
