While the term is generally used to mean fan-desired relationships it doesn't exclude canon ones.
In fact occasionally you also find people who take things way too seriously and will vehemently argue for the canoness of couples they desire and get angry at people who tell them otherwise. These people look down upon "crackshippers" and tend to get angry when a show ends and their "canon ship" doesn't become official. The general consensus among these groups are that only canon ships are worth any salt and they refuse to entertain fan theories or speculation ironically enough.
