I think the idea is that the Galarian Legendary birds are technically a separate species that were misidentified as the old Legendary birds, hence why their names don't accurately reflect their typings (although at least Articuno and Zapdos's Japanese names still work since Freezer has a freezing signature move and Thunder could refer to a sonic boom created by its speed; Moltres/Fire is completely fucked, though).
