Would you be opposed to megas and gmaxs becoming normal evolutions? Obviously megas would need to have their stats changed but at most a mega for a 3 stage line would have about a 600bst. This would also mean that some Pokemon have a 4 stage evolution line. They could also use this fact to add in beta mons and make them 4th stage evos.
