Presumably it has to do with it's status as the "Legendary" species, but any relations to what we know as "legendary Pokémon" were never expanded upon. If it means anything, which I have a suspicion it does, Japanese classifies what we call "legendary Pokémon" into two different subdivisions; Illusory and Mythical, the latter containing only the Shinno mascots. I suspect something may have gotten lost in the translation.

People need to realize that MissingNo. is not a Pokémon. It is not programmed into the game. MissingNo., M', and the others are what happens when you tell the game to pull up data that doesn't exist. Those empty index numbers are not empty, per se, but more like "skipped". There is literally nothing there at all.
